Actually you does not have to use WordPress. The part that I talked about WordPress is only to make the process easier..that’s all.

You can simply use normal html editor such as nvu to design the page and maybe use free photo hosting service such as photobucket for the picture.

i do see a benefit in doing this. it makes your fan page a little more effective especially if you have a welcome text on it. I still think fbook needs to notify fan page owners of new page members.
